When the ghost arc was wrecked it should have been exploded. The reason for that it is open topped and you get a +1 to your 5 making it an exploded vehicle.

how do weapons work on the ghost arch can they move and shoot all the gone on the vehicle and the warriors or can only the vehicles weapon shoot when it moves?

In the Orks assault phase the Orks still should have rolled to hit the Ghost Arc that was immobilized in the shooting phase because that Ghost Arc had moved in the Necron movement phase the player turn before.
