Well these are... Interesting. Honestly, I don't really know what everyone's having a hissy-fit about. Yeah, they're not what you expected. Deal with it. Chances are, the game will still probably be very decent and a lot of fun. You're only seeing small portions of the rules and then complaining about them out of their context. It's like me writing "I like to play craps" and then you all complaining about me saying "crap".
I'm going to reserve my full judgement until the actual rules are released. These are rumours, afterall, so they may be completely untrue.
But if you want to cry about it, go ahead. I might join you when the rules are officially released.

It looks OK but I think it is a fake , I do not think any of these (leaked) 6th edition rules books are real. GW might send little fakes to gets the excitement up but It would not surprise me if they keep the rules under lock and key with a super high ranking person inside the company
well I have been emailed by a person who wishes to go unnamed that each army could have its own universal special rule !
necrons - phase out (remove army after 85% of your army is gone) dark eldar - quick and brutal (the entire army has hit and run) eldar - fortune in battle (allows re-rolls to all dice rolls in battle) tau - for the greater good (your army is fearless until all HQ's are dead) orks -waaagh (all saves are allowed to be re-rolled) sisters - gift of the faithful (add +1 to all profiles on models and weapons) imperial guard - fire till nothing is left standing (all weapons become twin linked) chaos - let the galaxy burn (always count as winning ties in combat by 1) daemons - kill for the blood god (all weapons are treated as master crafted) space marines - defiance of death (the army cannot fall back off the board) blood angels - fury in battle (all models gain +1 attack and strength in game)
space wolves - physic resilience (all models can re-roll all physic defence systems. such as physic hood and the talismans that give a 5+ physic resilience
tyranids - synapse dominion (the army always is counted under synapse so long as their is at least one synapse creature alive.
grey knights - daemon slayers ( all daemons are only allowed to use their armour save , invulnerable save gets taken away if you suffer a wound)
I don't think I believe any of those USRs are actually real.
Some of them are horridly overpowered and others are detrimental to the army (Necrons).
As to Imperial Guard and LOS blocking buildings. It really wouldn't be fair to penalize an army this way with terrain. Generally terrain is set up in an equitable and agreeable fashion. It would also promote the ultra-competitive Chimera-spam lists that everyone hates because LOS blocking buildings doesn't nearly affect such a list as badly as it would a gunline.

The only part I know is going to be true is the "pre-measure is going to be in" because they say people keep getting in trouble with it at competitions so they are basically going to allow it at any time to get rid of angry people.
For example: I had a match I used my tap measure (regular 24 ft tape), and the guy yelled at me constantly because of how I was laying it down on the table to measure. I think he was saying it had something to do with it being out 7 inches instead of six basically because I didn't want to be with in 1 inch of an enemy model. Needles to say I still lost the match too so didn't make any difference (probably because I am a noob player).
But outside of that the only rumor I want to hear about is Dark Angels ... I hope it is true (chaplains for squad attachments? that they get updated soon? I hope they get ironclad, I like dreads ).
