Basically you need a command squad and two 10 man units of guards men. They function as a single squad. Hope I helped

Okay yeah, where do the Heavy weapon squads fit into that? Veterans? Chimeras?

You know in your codex where it says infantry platoon, it has the max and min for mostly all of the troops choices. All you need for a troop choice is platoon command squad and 2 infantry squads, then you can add anything to that, like heavy weapons teams, special weapons teams, all that good stuff. Chimeras are dedicated transport, that means you can take as many as you want as they don't take up the force organization chart. The only thing is that you have to have a unit in that transport. Veterans and Penal Legion you can take by themselves as a troop choice. Veterans have these things called doctrines, that means for 30 points you cant upgrade them to have better armour, stealth and counterattack, or melta bombs and a demo charge, they also have a BS of 4. Penal Legion are one of the weaker units in the codex. They are very unpredictable because you roll a D6 before the game and get that perk, like assault 2 lasguns, rending, or counter-attack. Which is okay, but you basically have to give them a lord commissar, because they'll fall back quickly, which makes them about 150 points, and with a power fist its 165 points. In my personal experience the best they could do was kill a couple of boyz. If you want anymore help you can just post so or send me a message. Glad to help  .
