I have so many things I want to list here that there's really no point. I want to see the codex redesigned from the ground up really. I'm currently working on revising my own Chaos Codex that I wrote a year or so ago. I'll eventually post it to give my complete vision of what Chaos should be. For now though I'll leave a sample.
I would really like a redesigned codex that won't suck the minute it was published.
A codex that was not a product of the GW policy of minimalism at its very worst. At this point chaos is probably the absolute worst playable fourth ed codex (I do not consider Tau playable at this point). The CSM codex must be redesigned from the ground up, with an increase in the number of possible builds. Ironically, the CHAOS codex has the least deviation in possible lists.
What was great about the previous chaos codex was the number of possible builds that could be created with the codex and that is exactly what I feel is what should return with the next codex.

i wouldn't mine seeing a dreadnought or defiler hq choice. i know it sounds stupidly awesome, since there big targets, but hey a demon possessed defiler with better stats kinda should be an hq choice, enspecially if it was a pysker and can have 3 battle cannons that can be fired each turn ignoring ordanence. stats ws 6 bs 4 str 6(10) a 4 front 13 back 13 side 13 and i think thats it... 230 points 3 battle cannons( all can be fired each turn regardless of there rules, except for running, and can be fired at deferent targets) 2 psychic attacks demon possesion wwithout the down side. immune to being immobolise. can be giving marks with deferent ability's you are able to take defilers as elites as well as heavy support.
or the dreadnought hq choice, like having some high an mighty inside it and then being better in stats wise. like maby armour on the front and side 14 and back 12-13 well be nice, and maby pysker on top of that...umm but yea. i think that orks can acompish this and chaos i think defenitly can...
ws5 bs3 str 5 A 3 front 14 side 14 back 10 200 points can hold 4 weapons like...4 dcca's or make it shooty starts with 2 dcca's and 1 multi melta and 1 heavy bolter daemonic possesion rule like thing immune to being immobilise if this would be wrecked or destroyed the guy inside ejects out taking a leadership test and if failed dies if not makes it out safely. and you are able to take dreadnoughts as troop choices as well as elites.
ps both have the ability to make a leadership test at the beggining of the turn. if passed, anything rolled on the vihicle damage table is reduced by 1.
example if you roll a 5 on the vihicle damage table its a 4 instead.
that is what i think they should do. and the points are really good for them since there kinda low for good models inconsideration. but all i want is a defiler and dreadnought hq choice, since i'd find that be cool.

i think it would be nice too, however the stats you have given is kind of emmm, well not gonna happen unless matt ward writes book as some of their equipment and abilities you listed are kind of broken.

Chaos marines+renegade guard/cultists. Improved 1k sons improved spawn (fast attack with slow and purposeful really?!?!?! ) Defilers with weapon skill 4 terminators that are usable Dreadnoughts that aren't crazy or if they are, effects are purely beneficial Oblits have termie armour so lose the S+P Lords that aren't nicely dressed piles of garbage
