improvised weapons

depending on the ruined terain a certain mele conbat unit would use things like rocks, two by fours, rebar, and various other weapons depending on what terain he is in or last took cover behind.

Hmm.. May just work.. But unless it's extremely-low-cost-point units that simply is so bad geared they don't even have a weapon, I don't see any pros at this kind of weapon.. only cons such as: picking up weapons, throwing them, and then picking up some new. This would cost a rather "great" amount of time, which may just have to be calculated into the rules. for an example:
My unit moves, pick up a weapon - and that would be just about it. They don't have any time to throw it at the enemy, since it simply takes to long.

This is ofcourse just my point of view ;)

this is why you pay a point for the model to carry a weapon onto the field...

that's the way I thought of it but there would be no picking up weapons you just use them in combat automaticly, that's why their improvised.
hiding behind rocks you use a rock in a burnt out house use a two by four, and so on.

well they have rules (somewhere) for people that didn't buy a close comabt weapon hit on 7+ or something... this is because its given that the model is carrying around a bat, knive, pipe... something for protection incase they get charged.
