Think of it more of a bartering economy. Even with a breakdown of society as we know it, there will still be an economy. It just won't be different colored pieces of paper. It'll be food, water, weapons, ammo, energy, and miscellaneous combat gear and supplies.

Well the way I see it is kinda like fall out. You have 3 slabs of cow meat and you want that magazine of 5.56 mill ammo. You work out a fair trade with the other guy and boom - done.
Same with mercs only it'd might be more like a place to crash for a day. Or perhaps in return for raiding an encampment the merc gets a share of the food.

How you can work this into the game - no idea.

Btw, have you considered making a spin off rule set for a Necromunda style game? As in you build a "gang" and you can buy stuff and steal territories etc.

You work it out in the game by making them high point cost units with a limited number of them allowed per army.

Aie`, and in a "gang" warfare game they could be purchased through other means (e.g. instead of 100 piece of meat for a raid you only get 90 because the merc takes some). And etc.

Mercs would be specialists. Advanced close combat squads or single characters with amazing weapons or gear. They would be better than any standard unit making them worth the extra points.

yeah you could have war mercenaires, or just 'tramps' fighting for food and/or a roof over there head, but they would cost less and be terrible fighters
