What if there was a Mutant race. Heres the story behind it: A nomad Micro-Civilization was exploring a ruined town then from no where the Mutants struck attacking the rag-tag group. The nomads fought them off but had to quickly retreat. The survivors had to trek more then eighty miles to reach another micro civilization. Few survived the journey those who did told of their fight with the Mutants. The Mutants quickly became feared as they traveled in small bands with their strongest leading them. Most believe that they have evolved due to the Biostorms which ravage the crippled planet, but some of the insane believe that have been sent from another planet to finish the off the human race.
For an model you can base it off the Flood from Halo. they could be similar to tyranids in game play though.

Maybe a slightly mutated faction. Nothing tyrannical of course. They could be drop outs of a "genetically enhanced soldier program." Or they could be victims of a nuclear/fusion power plant meltdown.
If Soldiers: Good accuracy (training), Tough (Gene therapy), Fast (Gene Therapy), very few in numbers.
If Civilians: Poor conventional weaponry, Immune to flesh wounds (radiation hurts more than bullets), slow, large numbers to medium numbers, maybe radiation based weapons, high morale (radiation will kill 'em anyway)

One thing to consider - the game is set approximately 70 years after 'The Event' took place - which means that even a young 20-something member of a military force during the Event would be at least 90 years old. With the loss of most technology, they'd be lucky to receive decent medical care at that age - it'd likely be saved for those young enough to procreate and keep the species going.
In other words, anyone old enough to have survived the event is too old to be an effective soldier or adventurer. At best, they'd be an advisor or councilor of some type - and at worst, they'd be crazy and senile. Some, might be both
The AI are a different story, and would typically all be old enough - but they have issues of their own. Many would have had to escape damaged buildings by uploading themselves to android shells which might not have the same computing power, causing them to have to leave the less vital parts of their programs behind - such as non-essential memory. Others may have had their programming corrupted by EMP waves, or are simply stuck pursuing some outcome of their program, essentially operating with blinders on.
