I'd say offer him the cost of the boyz, cause its your friend and in the end the painting is just extra practise and if he wants more i wouldn't go for it, cause you can look on ebay and get 30 boyz dead cheap sometimes with a decent paint job but mostly not assembled (my preference)

Painting unless it is superb and professional reduces the price of models, I do mean absolutely professional. That is if you are talking about market price. This is probably less the case if they are the AoBR miniatures, as they are not so many options available to them and the unpainted sprues are abundant.

Here is the question. Why is he selling them?
If he is selling them because he wants to do commisioned painting them I'd pay him $4 a boy. If he is just trying to get rid of them because he doesn't play anymore or just didnt want the models anymore then paying him $2 a boy should be fine.
In the end, if he gets insulted.by.your offer it is his choice to counter offer or refuse it. It isnt your obligation to purchase it.

Are they AOBR boyz? if so $2 a boy Also Id factor in paint job, it may look cool but is that going to be the color of your army? if not your going to repaint it later at some point. Is there a Nob? what weapons does he have? $30 = 10 boyz with nob and all the bits to make them into shoota boyz or slugga boyz and with a new box of boyz and a camo paint job you have kommandows. Find another 40k player and get some heavy weapons off them and you have Lootas or some flamers and you have burnas This is why I say $2 a boy because there stuck the way you get them otherwise you have to ruin the paint job they have to make them something cool or try to match it and if your new thats going to be hard if there pro painted
