Let me start by saying I'm so happy to see someone else fieling a good mix of eldar units and using the weapon options on vehilces to help there occupants out is clever and I see a lot of people not doing it and I just wonder why sometimes.
Anyway onto your list.
The farseer I can understand with doom expecially as he will be with the banshees but why give him guide? Will he be guiding the banshees pistol attack before they run in? I would try and find the points to give him fortune instead. This way the girls might last a little bit longer.
Also give him runes of warding if you can. These stack now with the errata written as it is. So all those GK, nids, imperium and anything else will have to pass a pyshic test on 4d6. It basically gives you pyshic dominance and I promise your GK players will cry when they hear this.
I like your selection of troops as you have a good variety in there each with their own little task assigned.
For the basheees try and find the points to give them the acrobatic power as well it's so cheap and can come in so handy. You could do this but removing the extra fire dragon you have. You don't really need 6 do you? I thought not.
I've never really used striking scorpions so I'll let someone else comment on these.
Basic nightspinner is great and it's how I run mine when I can't find the points for the holo-feild upgrade. However I think with a bit of cleaver positioning and some luck you can get by without them.
The falcon is.... well... I just won't go into this topic.

Believe me if I owned another serpent the dragons would be in it. I hardly ever use scorpions but I felt like 1 more close combat would be useful. Pretty much I'm just using the falcon as a transport, so that's why it has the minimum weapon. Plus the two pulse laser shots will be just fine.
But there will be at least 2 gk's there so I am going to work on getting that extra row in there. I could drop spirit stones and guide on the farseer to get the points I need.
To get the extra Row, I'd simply drop the extra dragon that you have. Thats enought for the Row +1 left over
With the scorpions I don't think they're terrible or anything I just perfer other options. I like that you have some anti horde melee and some anti meq/teq melee.
I still think your better of changing that 2nd farseers power tho.
If I drop spirit stones and ad row, i can add acrobatics to the banshees. and be at 1850... The only other melee I own are harlequins. Which I just got, so I only have the 5 +troupe.

Was tweakin' the list, 'cause that's what I do... But I do like having diff TL wpns on the Serpents to assist the troops inside in their particular job. Ah well, maybe I'll tweak more?

Honestly, Banshees are cool and all, but they're not tournament material. They're good at killing one specific unit type, but what happens when your opponent doesn't have that unit type? You just wasted those points.
Striking Scorpions are by far the superior option. They don't need Farseer support to actually do something, and they're easily capable of taking down Marine and Gaunt horde alike.

I Love being able to take out armor 12 vehicles with my snipers. Not to mention people love going for them, and waste time shooting and going for them. They have actually been winning me games lately. Sure banshees need specific units to target, but everyone I play fears them. They have never failed me and always do what I need of them. Don't have another Jetbike. I actually just recently got the ones I have.
