If they do not have the actual independent character special rule then no they cannot join units.

Thank you that's what I thought. They would be overpower if they could just hide in a strong unit and shoot everything on the table

Isn't his sniper a heavy weapon? If you put him in a squad he wouldn't be able to fire unless that squad stays still every turn which would be waste as their weapons are not as long range as his. He would be better on his own even if he was an independent character.
