the question is the title really - what do you think is the best force to play as in war of the rings - by rules and abilities ?

and does anyone actually play war of the ring (except me)

the balrog is not as good as he should be in war of the ring, if you wanted him to be deafening then I would use the spell that causes d3 wounds to spirits - elves can kill the balrog with magic on turn one. (no I don't play elves , play dwarfs and Mordor)
