Honestly, I don't have the rulebook either, but what I remember reading the only thing that really changed was that for every roll To Hit of a 6 you can allocate to whichever model in the target unit you want. I'm pretty sure that's it. There may have been others that I've forgotten though.

Yep, but only on roll to hit of 6. They can also move and shoot, but can only make Snap Shots (can only hit on 6's), but if they do hit, the cannot pick their target model.

Snipers are still overpriced and only barely worth taking. People make too much of a fuss over minor changes. On average, you'll have about 5 Snipers in a unit, so you have an extremely small chance that one of them will roll a 6 To Hit. It's definitely a boost, don't get me wrong, but it's not so huge that Eldar players should start taking Pathfinders over Dire Avengers.

Telion on the other hand is quite usefull now to take out special weapons/characters out of squads. If thats worth a 125pt (minimum) troop choice highly depends though.

Actually Eldar players are the only one who should be making a huge fuss over it. When they get precision shots those same shots are also ignoring armour saves and don't have to rely on rending so baring some form of cover the target model is going down. It's an excellent way to pick off special weapons and even characters so long as they fail their look out sir.

This. You can take out Special Weapons very easily, and if you're lucky enough to get more than one of those shots, you have a decent chance of taking out a Sergeant or something like that.

Telion was worth it before as he could choose which models to remove. Now precision shots are really common, then the new wound pool makes it slightly more likely to get a useful wound, that is his skill is worth less. Now his stealth and new cloaks are the real improvement that make him awesome now.
Eldar pathfinders are pretty great now, they really can snipe for the ap1 reason described above, by the way when did they lose actual eldarish cloaks rather than just being a master of stealth. In terms of troops I am thinking their jetbikes may now be awesome. Combined with the snipers, dire avengers will now face a lot of competition to be the troop choice.
So you have a unit called a sniper drone, that isn't a sniper. Good to know. I do rely on names and what models look like to decide target priorities, I do know a fair few models and I do look at lists for the important things but still.

The drones do have one thing going for them, a +3 to any cover they are in thanks to stealth and shrouded. This gives them a 4+ cover in the open and 2+ to forests up.
