The problem with this is that the IGOUGO turn order diminishes this capability significantly. Yes, sniper units are dangerous - but the fact that they can't actually fire at a unit that steps out into the street before that unit can move (and then run) across the street and once again out of line-of-sight mean's they're not as useful as they would be in real life (where everything is happening simultaneously). Unless you're using a house rule that gives every unit with sniper weapons the "interceptor" special rule in urban environments, they're actually less useful than they otherwise would be in open terrain where their range advantage is more broadly useful.

Yeah, don't let tank commanders or nids make tables. You want a balanced head by a balanced army.
