Population system to decide army size.

Simple mechanics. You play a size 12 army for example. Each guy take a slot in the army max Population. Ex: 12... 3 units of 3 guys and a boss taking 3 slot. It would keep it really easilly to a squirmish level game that way. A little bit like star craft ((ironicly, I don't play much computer game)hardly ever), but I think it a good way to go. Stronger character/big guys simply take more slots.

It does not sound bad as as starting point.It is simple. It would need a little cleaning up and allow for a different force setup with out each faction.

How would it handle customization of the squads?

I am not a fan of the limit list system like:
1 500 points squad
2 300 points squads
