Your absolutely right. If western civilization were to be governed by martial law it would be very different than communist Russia or fascist Germany. This shouldn't reflect the way the average soldier would fight though. It all comes down to comradeship, discipline and the weapon systems you have. ...

To defend against those high powered splash weapons like RPGs or Mortars you could roll a scatter dice. If it is a hit than the unit is hit with no cover saves. On with the jamming... most weapons jam because they are not properly serviced or there is something obstructing the action. Ever try to pick up a pewter cauldron at Halloween? Yea, I helped my buddy move some stuff out of his basement for a garage sale. That cauldron nearly killed me.

I like the idea of force fields. You guys are thinking of grand scale stuff. Think more towards the squad level. Personal shielding would be to much. Think of the bubble shield or deployable cover in halo 3. Small, lightweight, limited charge. Once deployed it gives a 3 or 4 inch line of heavy cover...
