I would vote for the Rubrics + Screamers too. Screamers are very mobile and pretty good in close combat with also the ability to do quite well against models with good saves and high toughness. Yeah, for a Thousand Sons player, fielding the Brigade detachment for +6 CP would force me to take way more Tzaangors and cultists squads that I want to. Unless the TS stratagems are really really good, I will probably stick with detachments with less demanding requirements.

I agree that it wouId be certainly hilarious and it might surprise your opponents because it's new and most people are stuck with the image of bolter wielding Rubric Marines. To answer your question, I would say that it depends a lot on the point level you can reach on the 4th month of the campaign....

Meh, white scars is only an additional 2 inch advance, charging after falling back from an assault can be good, but then if you've charged a white scars unit and not ruined them then why have you charged them at all? Charging after retreating is exactly the same than Hit and Run in the 7th edition....
