I would like to point out that the Space Wolves belittled the World Eaters for their lack of pack mentality once before the Heresy. Russ was tasked to bring Angron in line.

So while the codex might fit them, it's rather fluff heretical to do so :P

Shrike sort of sucks in my mind. The Raven Guard tactics has a weird duality to it. On the one hand it boosts Jump marines, on the other hand it boosts anyone that are NOT assault marines. It's basically the blast template that is the mechanic. The Missile travels in rather straight ballistic pattern, and not an high arch. So logicly you would hit the front of the army, and blast backwards. Secondly, models aren't actually standing still, they are constantly moving on the battlefield....

That is true, but still you do have access to so much more than what's in your codex.
And if your wallet is a limiting factor then that should be the topic of the debate, not the points values or what a codex has access to.

Formations is just like an FOC only with more restrictions, they are both detachments.
Any army can have as many detachments as you'd like. You CAN run just formations if you want.

You need to think beyond the rules you get, and to what sort of list you can make within the confines of the tactics. Bikes move 12", Knights move 12", Masters of the Forge on Bikes move 12" and can repair Knights. That said I don't think this list NEEDs bikes as troops, as Tacticals in rhinos could...

Certain armies can deal with super heavies like knights even at 1000 points fairly well but the problem is that some can't unless they specially tailor their list to beating them.
