Its just for balancing purposes.
Most of the time heavy units are insanely strong, by giving them only 1 Ap it might even out it a little by out manouvering with infantry.
And still you could spend a Command point to make it do somthing else.

But it might work if the hard counter is back being used.
Then the let say the rocket infantry does just almost no damage.

I just think with AP they should have 2 free activations, Move and Shoot, move twice, shoot twice, all perfectly understandeable unless it hinders our mechanics too much. It's Very similar to Malifaux. That was my idea also but free activations turns into AP's and a leader can supplement the units ...

If you split fire, you should split you AP's, Lets say a frienldy squad has 2 AP's. the friendly squad consists with 4 units, it moves using a Command point from a LT. 1 unit uses 1 AP to shoot Walker 3 units uses 1 ap to shoot enemy squad The friendly squad cant do anything more unless it receives ...
