I think it's because the X'Lanthos concept is under-developed. Their story is pretty solid, but their look/tech/units are still an unknown. It's hard to get psyched about playing a side, when you have no idea what you'll actually be playing with!

You're right in that is not always applicable, but if you have unit with cover on both sides any crossfire is going to be less effective anyway.

I'll grant you that there is a difference, I'm just not so sure that there is enough difference to warrant an additional mechanic.

I don't think we need to change anything at all. The system is fine as it is. Both large and small squads have distinct, simple and sound tactical value when used appropriately. Suppression is supposed to be used on units in cover. That's it's primary purpose. If a unit is not in cover, you just blow it to pieces.
