Here are the two relevent rules:

"In the following enemey shooting phase, the bike benefits from a cover save of 3+" BRB pg 76

"Q: During the first turn of the game does a Scout move count as the preceding Movement phase when working out any saves from shooting, for example the 3 cover save from turbo-boosting, and the to hit rolls in combat against vehicles? (p76)
A: Yes." BRB FAQ

I can see where you think you get to keep the 3 cover save redraptor but you forget that any mention of the word "turn" means "player turn" (BRB FAQ).

So in the first (player) turn, scout moves may be considered for purposes of cover saves. However, the SM player shot you in the second (player) turn, so Scout moves are NOT considered.

that scouting move means if your opponent has first turn, you get the cover save from turbo boosting in a "preceding movement phase". To have first turn though, move 12 inches, shoot, and then claim a cover save is absurd. The turbo boost is no longer the "preceding movement" for when it is your opponents turn, because you moved normally in your first turn, so you shouldnt have got the 3+ cover saves. Its not a broken rule, you are interpreting it wrongly so your wrong interpretation makes it broken.

Actually as the rules are written. Scouting counts as a seperate turn. Meaning if you turbo boost in the scouting turn you can still shoot in turn 1. Also, since it is written that you have a 3+ cover save until the end of the enemy players shooting phase you may keep the save and still shoot. Broken yes. But I will use it if I can

When you turbo boost in the scouting it doesn't count in turn one. And when you turbo boost normally you CAN'T fire or assault.

I realize that, after reviewing the video, I neglected to include my 5-man Terminator squad in my army showcase. They will make their appearance later on as they are in reserve.
