Despite the FAQ, you can still Fortune the Seer Council (and Vect would benefit) as per pg. 39: "...[an Independent Character] counts as part of the unit for all rules purposes..." The FAQ does prohibit Eldrad fortuning the Wych unit now, though.

To sum up my long post: Yes vehicles can drive through ruins. If the ruin has a base, or the vehicle passes through a wall, it must take a dangerous terrain test. If there is no base and it does not move through a wall, it does NOT need to take a dangerous terrain test.

Actually, there are rules for the bottom layer of ruins, and for vehicles and ruins. On page 98 of the mini-rulebook, it describes the difference of ruins with bases and ruins without bases. Ruins without bases are not considered difficult terrain on their bottom floor, nor do they convey special cover saves (beyond being obscured, of course). If the terrain piece has a base, the bottom layer is area terrain, described on page 91. Area terrain is difficult terrain, and provides a 5 save which REPLACES the obscured save for that terrain piece (i.e. units that are in area terrain and are 25% obscured only get 5 .) On page 71, under vehicle movement, it states that vehicles treat all difficult terrain as dangerous, but are not slowed by terrain. Therefore, if the terrain is not Impassable (page 90), a vehicle can move through it, though it must take a dangerous terrain test. Yes, this includes driving through walls.

@orkybenji: No but it can drive straight through it. I'm not sure if it is in the 6th edition book, but in 5th it described the ability to move the walls as difficult terrain by saying infantry could use detpacks, plasma cutter etc. So it can be assumed that the Ork truck shot the wall to weaken it and then rammed through it. Don't always assume that everything has to be moved 'over', remember that Space Marines can bash through walls and walkers/Monstrous Creatures through trees.

you should agree with the other player before hand on the wall stuff. Imagine a 6 foot wall. It's feasable for soldiers to get over it (use buddy systems to help over, grapling hooks, stand on an item etc) that's why it's difficult terrain and slows the infantry down. A truck can't drive over a 6 foot wall.
