You only get to use 1 warlord, no matter if you're using the double force org chart.. It states warlord can be from either detachment, not both.

Dan a targeting relay does not give sky fire special rule that's a sky fire nexus a targeting relay allows a unit controlling it to reroll ones when shotting

Also, a mysterious objective roll of 4, a targeting relay, lets a unit controlling the objective re-roll failed to hit rolls of 1 when shooting (page 125). If you rolled a 3 then it would have been a skyfire nexus and that would grant the controlling unit skyfire.
