Kroxx: nope, if the vehicle moves faster than combat speed passengers can not fire regardless of vehicle type. See Page 66 Fire points

I might be mistaken, but if its a fast vehicle I thought you could move 12 and still shoot from inside the vehicle.

Open top goodness ftw. Burna boyz are by far my one of my favorite elite choices behind lootas. As a suggestion possibly a battle wagon with a killkannon? You only have a 12 carrying capacity BUT I only ever bring 10 burnas. Big mek with KFF and a burna and you got yourself a viable heavy support and elite. Another thing is they are fairly decent at bringing down da big stuff. My buddy ran a tervigon and was tearing me apart i threw a large unit of burnas at him and denied him some of his high saves
