@drozdelnoch: Yes, both the defender and attacker can have up to 3 HQ in their armies. The attacker also gets extra fast attack and elite slots, and the defender gets extra troops and heavy support slots.

just a question i havent played planet strike so im not 100% on the rules. the necron player has 3 HQ is this allowed? (necron overlord, destroyer lord & nemosar zhandrek)

In Planetstrike you should be putting down craters after the Firestorm. They offer cover, and would help some of the smaller bugs if they manage to come on.
