nope it does not so everybody is right : it does give cover save if you moved in scout phase and you can't move within 12''

Scout movement: "...during this move, scouts
must remain more than 12" away from any enemy". So I'm pretty sure that you can't end up as close as you did to each other after scout-moves. (Unless kill-team modifies this rule??)

Land speeders don't have Turbo boosters rule, they get 4+ from moving flat out as they are a fast skimmer.

The turbo boost DOES give a cover save, but you can't move within 12" of an opposing model!

I think it was FAQ'ed that turbo boosting in the scout phase does not give a cove save...or that is what i have been told by some imperial guard players who run vendettas.
