Think you are supposed to deploy your fortress before you deploy the rest of the rest of the terrain. The small rulebook has a nice summary of deployment on page 148

@General-Cross: Yup, that's right, it's also not technically a 'move' any more, it's a redeploy.
So anything that counts on you moving, like a jink save, will not be available either.

@Azeebo which physically isn't possible on a table that is 72" x 48", max range corner to corner is 80". They were clearly treating it as a Lascannon range of 48" based on the video comments
