I don't think their op. i think they have an appropriate points cost. They die to most of your anti marine weapons just as easily as your normal CSM, but are more expensive. I do think they outperform normal CSM 90% of the time, and can perform almost any any role you like and the extra toughness/fnp is great. And their fluff is awesome.

the anything the negates an armour save line is slightly confusing as ap3-ap6 does not ignore it as the rile is only reffering to power weapons, somthing that str is double the toughness and forceweapons or other rules that instant death you

Overpowered? Compared to the stuffs in newer codexes.....no not at all.
5 man squad to keep cost down seem to be a popular choice too.
