If you think about it FNP is one of the best fluff rules ever. In every single book, space marines can take multiple wounds, have limbs blown off, Cato Sicarious had his secondary heart run through with a sword and he survived. The fact is they need to just get rid of FNP for space marines and give them multiple wounds, and a higher point cost.
